"Move to Current Layer" belongs (also) on Layer menu

1. I want the option of moving selected objects to another layer by simply clicking on the target layer name in the layers dialogue box (rather than having to drag the box on the right with my pen held down, past 30-60 layers). This could be enabled by a "preferences" checkbox (similar to "auto add/subtract points in the pen tool).

2. Now, there is already a command to move selected objects to a layer you select -- it's in the main menu: "Object/Arrange/Send to Current Layer" (no keyboard shortcut!). Why does this command live ONLY in the main menu, and not in the layers dialogue box menu? It should be in both places! I use this often and I have to reach over here, then over there, to set the layer I want, then find the command.
(I'm using CS4, I'm assuming CS6 is set up similarly).
