Sure, Technical illustrators are capable of this precision but here are digital "paintings" that are created using shapes and no mesh or raster effects! This is old-school Adobe Illustrator.

I'm not a vector illustrator (being a graphic designer and raster illustrator) but seeing humannature84's skills using a toolset that is not that different from FreeHandMX has me rethinking what is possible. Check it out:

I agree! If the artist isn't using meshes or raster effects, (only blends) what sets Illustrator apart from FreeHand? Nothing I know of. He has technical skill, an eye for detail, but also incredible patience. Here is an image of his construction:
