Actually, that was back when they claimed a EU base as Edinburgh:

Further investigation does point to the European HQ being the Stockley Park address.

Yes, this looks very likely.
The EU is beyond my understanding (being a U.S. citizen) so I/we can't help there. But with any institution, my belief is in having hard facts and a large body of petitioners along with a well organized, detailed proposal is essential for being taken seriously. Otherwise, it can be considered frivolous and rejected outright.

Hi Snaptophobic,

the EU was indeed approached by FFH some time back. Somewhere in my files there's a response letter from them (specifically from an official at one of their offices), which is as far as we ever got. Basically, they weren't interested in pursuing the matter. I think the tangle with Microsoft, while the EU did eventually prevail, left them feeling a little winded on the subject of U.S. monopoly power. But while they weren't willing to take a leadership position, I wouldn't rule out the possibility of involvement when the U.S. lawsuit gets traction.
